"The Hub of the Universe" in this article is the city of Boston. The writer pokes fun at the anticipated visit from Prince Albert Edward to the city that was at the heart of the American Revolution. The Prince was reportedly very enthusiastic about the visit; the writer speculates as to what "solemn promises" were made by Boston's Mayor Frederic W. Lincoln before convincing Albert to come. Included in the "important conditions" listed: "That the young Prince shall not be rocked in the cradle of liberty" and "That he shall not be forcibly taken to Picnic on Dorchester Heights."
